Trying to find a good, free host to house a Scout website

I have been looking for a free web host to house a Scout website.  I have found several out there, but they are the equivelant of Geocities.  I need it to host a small database to keep track of dues, ranks and awards of members.  I also need very limited security to restrict the database to just a few users.  I don't know if such a thing exists, but I figured it couldn't hurt to ask.
