I need to write to a very important email to a department/office/person, and it could affect my life, my problem is that I don't know who/where I am suppose to write to but only got the email address from the web site. Should this be a formal letter or it doesn't matter?
The tasks I hope you can help me is to re-layout the letter if it is neccessary, and check whether if I have used the right English, grammar, or replace a better word or sentence if you think of a better one. I suggest you copy and paste my email to your word processor correct my mistakes if any.

My name is Mark Ng, I am currently a first year student at UCL studying Mathematics. I am writing to say that I am hoping to transfer to your university and change my course from Math to Econometrics & Mathematical Economics joining the first year in Sep 2003.
I am aware that it is a bit late trying to apply now, since you may have so many applicants, and yet it is not through UCAS.
Therefore if the course of Econometrics & Mathematical Economics has no vacancy left, I would hope you could reconsider me to another similar course such as Mathematics and Economics (as my second choice) or just Economics (as my third) or some other similar course.
My A-level results were AAB, with an A in Mathematics, A in Further Math and B in Physics. I have checked the normal requirement for entries to the course, which are ABB, or have I mistaken?
The reason why I wanted to change from Math to Econometrics and Mathematical Economics is because recently I have started reading Microeconomics (second edition) by Jeffrey M. Perloff, I found it very interesting and I was seriously addicted to it, at the same time I have realized that my main interest might be economic and not just mathematics.
Another substantial fact is that I wasnt allow to take the exam this year in UCL because my parents has failed to pay the oversea fee and I am made to repeat another year doing the same subject, which is going to be so tedious, and obviously I will do extremely well next year with incredibly little effort and lots of time will be wasted. That is why I am so desperate to change my subject to learn something new. For this reason I start reading economic textbook in my spare time but then I found myself addicted to the book.
Another thing is that please dont worry about the ability of my parents paying the fee in the future, my mother has already prepared the sum of money for my next 3 or 4 years of my study. It is just this year that there has been a slight problem, my mother, a businesswomen who has over stretched herself for the last 2 years of over taking one of the biggest (not profitable yet) luxurious Spa in Hong Kong and setting up another 2 small companies, and my father is a Chief Executive Officer (CEO) in HSBC bank, unfortunately he was threaten by his ex-wife who live in America asking a large sum of money constantly, or else she is going to kill his son who is living with her.
Before studying mathematics in UCL I thought I could specify my course in the early year to concentrate my mathematic in the area of business-related such as Stochastic Process, Probability and statistic, financial mathematics, Mathematics in Economics etc
but in fact I cant until I get to my final year (and it was my fault for not checking it in advance). Which mean that the first two-year in UCL, I will be concentrated heavily on Mechanics and Analysis which is not the area that I wanted to be heavily concentrated on. Also study just Mathematics simply doesnt give me an idea of how does our society work, unlike economics. Therefore I wasnt always happy to study just Mathematic during my first year at UCL.
You may ask why dont I try to apply to Warwick, York, Nottingham, Bath, Durham, Manchester etc
they all have a good reputation with their Department of Economics. The answer is really simple because I love London very much, and I have lots of relatives here and they could give me an unbelievable amount of aids when I needed during my study. It is wise to choose a place I like since I am going to spend my next 3 or 4 years here. However there are only 3 very good universities here in London, which are LSE, UCL and Imperial College. The problems are Economics courses in UCL have no vacancy left, and Imperial doesnt have Economics courses.
This is all I can do right now and have try my very best to sell myself to your department and it is for your interest to say YES, we will have you for next year or NO, go away we already have enough applicants.
