Are cities living organisms?

I've just been reading Terry Pratchett's "Reaper Man". It contains a rather interesting idea, that cities are living beings just the same as animals or plants.

I have been trying to remember my school biology lessons, and cities do seem to pass most of the normal tests to distinguish living from non-living things

- Cities measurably consume food and water and produce waste

- They grow over time, and if starved of resources then they die

- They can reproduce (if you were to magically put a city on a uncolonised continent and leave it for a few hundred years, you would soon find villages, then small towns and eventually other cities forming on other parts of the continent)

So, is this sufficient to say that cities are alive? Is there anything that living organisms do that cities demontrably don't do?
