plan for golden billion - is being executed?

In early 70-th, Club of Rome suggested a theory of global equilibrium, according to that (quote)

Population and capital are the only quantities that need be constant in the equilibrium state. Any human
activity that does not require a large flow of irreplaceable resources or produce severe environmental
degradation might continue to grow indefinitely. In particular, those pursuits that many people would list as
the most desirable and satisfying activities of man--education, art, music, religion, basic scientific research,
athletics, and social interactions--could flourish.

In particular, this implies that there will be permanent minority of people (golden billion) who will live, and, conversely, the majority, who will exist.

Now, some folks say, that earlier expectations of the world population were, for example, 8 billions for today, while we actually have 6 point 4 - that is, overall population increases slower than it was expected; than, in those countries, where we have population decreasing, it is decreasing even faster than it was expected.

That is, these folks say, that the plan is being executed - interested and powerfull people coordinate their actions to decrease population and capital in 3rd-world countries, to allow global equilibrium state in the end, in spite of capital growth in 1st-world countries.

Now, I'd like to hear about any estimations of population/capital growth, that were made before 1980, or anything else related.
