Lucifer, Fallen Angel, Free Will

I have a vague recall of the story of the "Before Life" that I got from Sunday School about 40 years ago. It goes something like this:

God is setting up the Universe and asks for recommendations on how to make it work, with souls, and being born, and Sins, and all that.

Lucifer steps up with this idea:
Each of these souls will be born and, while on Earth, will be forced to be Good. That way, they will all come back to Your bosom, etc. etc.

Jesus pops up with this idea:
Each soul will have Free Will and can decide individually to do Good or Evil. Some will fall by the wayside, but the best will come back to You. Somebody may or may not need to Die Horribly on the Cross but that is probably OK.

Both ideas have some pros and cons and there was a great debate that escalated into some kind of war in heaven. Lucifer was the leader of the one team that eventually lost and he, along with fully one-third of the hosts of heaven, were cast down to Hell.

My question is:
* Did I make this up? Where (if anywhere) in the Bible is this story recounted?
* Is this dogma of a particular religion?
* How much of it have I remembered correctly? Are there other significant details?
* If the story is right, then it seems to me Lucifer is not particulary Evil... he just
had an idea, argued for it, and lost the debate. So... Why is he painted with
the cloven hooves and all that? Comments?
