Can a Christian...?

Does anyone know any links or any books that talk about "Can a Christian...?"

For example, here i have two questions:

1. Can a Christian play lottery? If not, then can he/she just open a lottery shop, but not participate in it?

2. My friend told me sometimes it is not the matter of "can or cannot", but "should or should not". Then what is the standard or guideline for us to judge whether this is a "can or cannot" matter or "should or should not" matter? For example, can a christian lie? This definitely is a question of can or cannot. We will not ask should a christian lie coz this is common sense. But like tattoo, is it a can/cannot question or should/should not question?

I'm not sure whether my question is clear or not. But for those who knows what i'm talking about, please give me some inputs. Thanks!!
