Atheism vs. Morality : Any reason for atheists to be moral?

Does atheism demand morality of its members?

Many other religions demand it; followers must treat others with decency and basic respect (unless threatened, attacked, etc.).

Is there any reason for atheists to be moral? Does it deal with culture? So that in Rome and Nazi Germany it would be perfectly acceptable for an atheist to harm someone else in some way -- the gov't approves of it and there is no cultural/societal proscription against it.

To provide a common base, a partial definition from the wikipedia entry on atheism:
"Baggini's position is that "an atheist does not usually believe in the existence of immortal souls, life after death, ghosts, or supernatural powers. Although strictly speaking an atheist could believe in any of these things and still remain an atheist... the arguments and ideas that sustain atheism tend naturally to rule out other beliefs in the supernatural or transcendental"."
