The Ethics of Gasoline Subsidies

Not the usual 'subsidies'... I have a particular variation in mind. Lots of exaggeration here, purely for illustrative purposes.

Two drivers, both have a 30 mile commute to work. So, both need to drive 60 miles per (working) day.

Driver 1 buys a car that gets 30 MPG, thereby causing 2 gallons of consumption per day. Driver 2 buys a more comfortable car that gets only 20 MPG, thereby causing 3 gallons of consumption per day. If D2 consumed at D1's rate, consumption would be a "normal" 4 gallons. But D2 caused the daily consumption to rise by 25% to 5 gallons.

Hmmm... D2's excess consumption raises demand so that the price rises from $1.00 per gallon to $1.10 per gallon. (I.e., a 10% rise due to increased demand.)

D1 goes from paying $2.00/day to $2.20/day while D2 pays $3.30/day. The excess demand created by D2's excess consumption forces D1 to pay more for gas. The total paid by both is $5.50/day.

Should D1 have to pay extra which in effect is a subsidy for the comfort of D2? Or should D2 have to bear the total $.50/day himself?
