    This riddle is from a group of riddles about "Outwiting the west". I would guess the solution (answer) would also be "some place" in the west. Maybe something to do with cattle or possibly coins.

    The link provides some history ... it was a very important point for several battles and military organization in the region.
    Hindquarters seems to have been used here as a slang rather than as reference to meat portions

    How about Philadelphia?  It was once the capital ("headquarters") of the US, and it is now the site of a large mint, where heads and tails ("hindquarters") certainly abound.
