Questions concerning changes of URL/ISP addresses

Is it possible to find out how long after a URL address change an ISP would honour 'old' email addresses?  Can I further find out if a failure notice would have been sent in response to messages sent to the old address beyond this date?

I am particularly interested in the change of "onetel.net.uk" to "onetel.com" in August 2004.  I have tried to find a website for this ISP to ask the question, but have had no luck.
