Algorithm Testing

I work for a company that is evaluating Intranet search engines ( we have several well known enterprise search providers and also are looking at opensource offerings)

We are currently inviting tenders but does anyone know of any software that we can use to evaluate the different offerings ? We will have our own data but would like to evaluate the effectiveness of each search offering , have a way to compare the quality of each against the others etc.
