How do I dump out the screen capture to an external USB device using Visual C#?

I have implemented my project and wanted to use PC as a source to get generate some video signal for processing through USB cable. So I want to capture the screen of PC at a rate of 25Hz/30Hz and sent the signal to the external device. The host program will be implemented in C# to capture the screen and sent to the USB port. Please give me some reference or advise to implement such project. Thanks.
