GetPrivateProfileString returns 0 reading from Base64 Encrypted File

Tags: vb.net, vs 2005, empty string
I am reading from ini file which is base64 encrypted, (complete key, =  and value of key all are encrypted)

e.g

my application has three modules, one module use decryption and read but 2nd one uses
GetPrivateProfileString , WritePrivateProfileString . I got this project from another developer few days back so don't know how much it will effect the whole application if i change these methods to simpler method.

Can anybody please tell me how can i read such ini file using "GetPrivateProfileString"
