VB.net Store and Retrieve Start-up Parameters

Good Day
Experts:

I have another need here with VB.net I am unsure of how to approach.  At start-up for my Login screen, I would like to have information pre-populated in 2 of the fields.  So, I am envisioing an external file that the .exe knows the location. During Form_load of the Login screen read this file and get the information
into the textboxes before the Form is shown.  I thought emedded resource at first but then decided no since I have to be able to update the file depending on the Customer that the program is it.  So, I am thinking maybe XML, but not sure how to approach this task.

Any ideas?
