vb.net 2008 Setup Project Problem

I recently upgraded to vb2008 and converted my vb2005 projects and setup project.  I am now having problems with the setup project, specifically the mdac28 prerequisite.   In the window for adding prerequisties in the setup project, I click to add other prerequisties and come to the mdac 28 web site.  I follow directions.  A mdac2.8 directory and the upzipped files are added to my sdk bootstrapper directory in the (86) program files.  When I build the project, the setup fails with the error message :
      The install location for prerequisites has not been set to 'component vendor's web site' and the file 'MDAC28\mdac_typ.exe' in item 'Microsoft Data Access Components 2.8' can not be located on disk.

I add the mdac_typ.exe to the mdac28 directory in the folder mentioned above and I get the same error.  I am using a vista 64 machine and the mdac2.81.exe version.  It says it only works with x86 machines and I have placed it in the x86 bootstapper packages mdac folder.  


When I removed the mdac folder from the microsoft sdks bootstrapper package folder, the setup failed again (its the setup project that fails) and there was no message in the error list.
