Where can I download MAGEUI.EXE

Hello,

I am using VB 2008 Express Edition and i am having an issue with publishing a windows setup program.  I have searched many knowledge bases and found that I might be able to fix my issue with MAGEUI.EXE.  The problem is it is not included in the express version as it sounds like it is included in the Standard or higher versions.  I searched Microsoft's download site but they are not offering this as a download.  Any ideas or help would be greatly appricated.  On a further note if you also know of another way to fix the setup program issue and I will list the error that I am getting at the bottom of this posting that would even be better.

The error is: "Reference in the manifest does not macth the identity of the downloaded assembly BusinessObjectLibrary.exe"
