Does the Visual Studio Team Foundation Server Workgroup Edition provide a five user license?

I found this quote:
Visual Studio Team Foundation Server Workgroup Edition is limited to five designated users. One Client Access License is provided for use of the full version of Team Foundation Server.

Does this 5 developers to use the MS VS software etc?  Or do i need to buy CALs on top of that?
