web page to "automatically" upload file (initiated by client)

I need the ability to upload a file from a client, using IE.
Is it possible, for the client to initiate (possible through a script), something like:
http://xyz.domain.com/uploadpage.aspx?file=C:\temp\filename.exe
And have the receiving ASP page (uploadpage.aspx) take the parameter, launch a page with the given filename, launch an "unload", and send the file ... completely automated. (But still initiated by the client)
If the broswer "requires" a keypress on the client side, can the "keypress" be automated as well?
This particular case won't work well using FTP, which I already know how to automate.
