Using VSTA to debug an InfoPath form

I'm having a problem with a simple workflow in a InfoPath form, see

I want to use VSTA to debug what the code is doing (there is no custom code, everything has been done through the InfoPath 2007 app). According to http://msdn.microsoft.com/en-us/vs2005/bb407600.aspx it costs $50 per seat for  license for it to be redistributed with applications. This is only needed for internal use. Also, is the VSTA SDK the same as

what is the difference between that and
