Simple resizing of a panel and its layout is a given in Swing. Depending on the layout manager, the effect can work quite well. If something more is wanted here, we can only guess. The questioner has not come forward with any more details.
I will add that in the past, I have solved the problem of maintaining performance while zooming a proportionally drawn panel by capturing (caching) a image of the panel and zooming that instead of actually re-rendering all the components while the zooming is going on, then re-drawing the panel components in their entirety at the newly zoomed state. It depends on the performance characteristics of the environment and the frequency of the zoom if it is worth all the trouble to implement that optimization.
If you are going to try to render panels proportionally to their size you have a lot of difficult considerations to bear in mind. You had better use images for buttons, for instance, or the wrap characteristics and font sizing can really throw you a curve.
