I seem to be having some weird issue with an install of Emacs for Windows. I've edited the registry to get Emacs to look in a specific directory (c:\emacshome) for the .emacs file.
If this .emacs file is completely empty, then I'm fine. But it seems that if I have anything in it, I get the error "Error: `c-lang-defconst' must be used in a file".
For example, all that's in my .emacs file is this:
(load "C:/emacshome/modes/php-mo
And this generates this c-lang-defconst error. (By the way, this is php-mode.el v1.50)
Any help would be much appreciated. Thanks!

Nevermind, I answered my own question. It turns out I was using Emacs 23.0.x (a beta copy?) when I should have been using 22.3.x ... apparently there are some incompatibility issues with php-mode.el (having to do with cc-mode).
