Finding Absolute URI from a given URL string

This question again related to IE Tool bar in Delphi 7.

I wanted to get Absolute URI from the any given URL string. I have tried all Indy Possibilities. In c# it is achieved through URI class Absolute URI Property. Is there any equivalent in Delphi 7. I don't want to use the .Net Framework shipped with Delphi 7.
