Let me guess you just added or removed a harddrive
or restored from an image..
or reinstalled onto a different partition..
windows root system32 hal.dll missing or corrupt files
is really telling you you are booting from a different hard drive or
partition the the original install was installed onto

A repaired Windows install may permit your applications to continue on, however, if you installed new you will likely need to reinstall most of your applications. Application install processes create files and registry entries that are required for the apps to run.
