why cannot read if statement

Below is my code.
I had try debug my code and i found that after i
if (FieldByName('UserID').IsNull) then
it jump to close directly without go thru the if-else statement why
any thing wrong with my code??

my logic is to insert userID automatically. Initially there is empty row
i use if-else to initiate my userID .Start Free Trial
