jstl-1.1.0.jar file should be in ypur lib folder.Check this one.

I assume you have the JSTL jars in your project's classpath. That's the first thing to check.
If they're in place, you might have an older version of the JSTL (1.1), which has a different uri (note that "jsp" has been removed).
