I have 2 alternatives for you.
#1 - Tell the Cluster (as a whole) to start / stop.
* Pro: Because it is asynchronous, the command can be executed quickly
* Con: Because it is asynchronous, we can't tell if any server failed to start or stop
#2 - Locate each cluster member and tell each to start / stop
* Pro: Because this call is synchronous, so we can tell if any failed (immediately)
* Con: Because this call is synchronous, it is slower to execute.
