Do i have to use sqlncli.msi to install/register SQL server native client files for PB client/server appl?

We are migrating our Powerbuiler 8.0.4 / SS 2000 application to PB 11.5 with SS 2008.  We have traditionally deployed it as client/server application.  All of the PB runtime files and the SS 2000 native client dll are in a folder on the file server and all clients access via desktop shortcut.  We have not had to register the SS 2000 dll.

Our testing with PB11.5 deployment has required us to use sqlncli.msi to install/register the SS2008 client components on each client PC.  Obviously, we'd rather not have to do this.  Is there a way we can deploy the application and have the SQL server client files in the application directory?
