And that example might be a bit dated.
The gist is you can create a Dynamic Web Project which will include the servlet.jar for you that you can test in Eclipse using the J2EE preview or by configuring your full installation of Tomcat.

By "struct project" do you mean "Struts project"?
If so, then have a look at this from Apache.org site:

It is on setting up Struts in Eclipse.
