Greetings,
VRay like mental ray is a rendering engine and each ships with its own shaders, lights, and materials. The lights that ship with a rendering engine plugin are designed to work with that plugin and may or may not be supported by other engines. While all of the lights that ship with Max will work with either the Scanline or mental ray engine, not all features are supported. For instance, the Adv. Ray Traced and Area shadow types are not supported by mental ray and should only be used with scanline.
To utilize the shaders, materials, and lights that ship with Vray, you'll need to switch your rendering engine to Vray:
Rendering menu - Rendering Setup - Common tab - Assign Renderer rollout (bottom) - click the button with ... next to the Production category and choose Vray.
I hope this is helpful. Good luck.
