The real answer is close and I stumbled on it by focusing on Cool 3D Pro
I seems one has to create a 3D .c3d file and then it can be added to the easy palette. The button is on the far right. of the easy palette window. So far that is the only way I have been able to create .uez files via export. That

I believe you have to import graphics created with other software and then make the .UEZ files.
This is from the U-Lead support:
"Ulead COOL 3D offers many ways to import graphics into the program. Version 3.5 supports Adobe® Illustrator® 8.0 (AI), WMF, EMF, and Microsoft® DirectX® files. Create 2D graphics by importing WMF/EMF files into Ulead COOL 3D 3.5 directly or through the Path Editor, adjusting the extrusion to create 3D titles (enhanced meta files (EMF) are recommended for best results). AI files can also be imported directly into the program or through the Path Editor.
Images can be placed in the Path Editor and traced, either automatically or by hand. True Type fonts can also be placed into Ulead COOL 3D."
