You could use a variety of programming languages to do such a task.
Mine consists of HTML, JavaScript (for functions and span changing etc..), and a PHP/SQL mix for database connectivity.
If you could specifiy what it is you want in the game, how you want it displayed etc, I could be of more help.

I think you should define what you mean by "play on the internet".
First there are browser games which can be played from any webbrowser.
They are most simple to play, but possible not most simple to make.
One of the major requirements is that you have access to a webserver which
can host your pages along with plugins like PHP and possibly a database.
Apart from that there's really a vast variety of languages and tools to build
web-applications, and they all have their merits in one way or the other.
Second there are the "real games", which you install on your system
before you can play. These games typically use client/server models for
internet gaming, which means there are some big game servers and the
individual players connect to them and play.
Such games are most often coded in C and C++, but in order to get
along, you need additional knowledge about sockets (networking)
and graphics APIs, to name the least.
A third choice possibility is to use a "code base". That means you look on the
net for some free/open source projects which have already - more or less -
created what you want.
There's a fairly large number of projects which develop free "game engines".
They try to implement all the common parts of a game, like networking,
user handling, map editors etc.
The tradeoff for the added convenience is freedom, of course.

Yeah, basically what redblaze said. It sounds to me like you're looking for an app-based game (as opposed to web-based, which is like flash, java, etc) which plays over a network for multiplayer support. For this you'd either use WinSock or DirectPlay, which is a COM of the DirectX API. If you're fluent in C++, WinSock is fairly easy to use. Also, you need to know everything about making your game first, and THEN the multiplayer stuff. Not advised for a first project.
