Hi,
The location of that setting depends on the version of the DRIVERS you have.
Chances are that you have a customized drivers by Dell, in which case this setting might even be hidden.
You have two choices: 1) download the latest GeForce drivers from nVidia site at: http://www.nvidia.com . These are highly optimized drivers, and if you have Dell customized drivers, the new one will probably be faster.
If you do that, once you click "Advanced settings" in the display properties, you simply select your video card tab and the options will all be to your left. Find Direct3D or OpenGL and disable VSync.
2) go to http://www.powerstrip.com . You can download the PowerStrip utility that contains a lot of options for you to customize, including overclocking. It's shareware, but I just tried it and it seems to be fully working.
Hope this helps.

If you go to Control panel | Display | Settings | Advanced | Geforece2MX<your card here> | Additional Properties | Direct3D settings | More Direct3D, there should be an extra option there to disable Vsync.
What game are you playing? If the engine is Quake III- or Unreal-based, there is a way to disable vsync in user.cfg or the Unreal cfg file.
