the best 2d game engine around is RPG toolkit - the codding took me a da to learn its so dam easy... and its free! there is so much to do with it: 3d games (acording to art skillls) online gameming, rpgs, momrpgs, adventure, stratagey, actoin... i could go on for ages

Really depends on what type of game you want to make, and what programming languages you know (and how well). There are very few 'drag and drop' engines out there, and the ones I've seen cost a lot.

But if you are looking for some simple 2D engines for various languages, google is your friend... ;) "game engine" or "2d game engine" or "2d sprite engine" will find you a ton.
