How does the blackberry data service work, on the cellular networks or on wi-fi?

I recently upgraded two cell phones to the RIM blackberry 6710 and did not subscribe to a data service.  I'm not trying to be an idiot, but this is a good low cost solution for combining a cell phone with a non-anoying SMS interface and we love it.  However I thought that even though I did not have a data service, I would still have access to wi-fi.  I thought that the data service was sending data via the cellular networks (GPRS or GSM) and that the wi-fi was a separate interface (802.11b).

Without a data service (I'm with T-mobile) I have no browser application at all, cannot access my home wireless router, and cannot access the wireless networks in coffee shops etc.  

Maybe I'm confused?  Are these not separate, or does all of the blackberry data service arrive via the wi-fi and there is no way I can get access to even my own router without paying T-mobile $360 per year?  I'm not trying to steal anything, just trying to understand what service I'm intitled to.  For example, if I put a wireless card in my laptop, I dont have to pay a fee to recieve my own wireless router extention to my own DSL.
