Is there a way to generate a report of Blackberry user usage, such as sending and receiving emails?

if you go to the BES manager you can export a list of user with their current usage by

Onthe Left hand column, right click on your BB server

a menu will pop up; choose Export list

give the list a file name

Save

also you can import that text file into an Excel spreadsheet and just extract the relevant info.

I use the BlackBerry Enterprise Server Resource Kit which can be downloaded for free from their website.  There are a number of tools included but I mainly use the real time monitor (BESSysLog.exe) and the Stats application for usage reports (HistoricalStats.exe):

I found the download.  It recommends that you download the version that matches your BES.  Mine is 4.0.3.7, but I don't see one for it there.  Is it safe to use a version that is close to it?

4.0.3.12 will be fine.  I am currently using 4.0.4.17 with BES 4.1.

I have it downloaded and on my BES.  But I'm trying to figure out which application does what.  I notice it seems to be something that runs in a DOS window.  Do you know which one is the usage report application?

I use the following command to do the stats on all users:

HistoricalStats.exe -p e -u all

I"ve tried that and it gives me the error......

Error: HistoricalStats::Main - Agent log MAGT not found in .

I have installed the BES to the default location so the log files are in C:\Program Files\Research In Motion\Blackberry Enterprise Server\Logs.

Did you register the files as outlined in the installation guide?  Also consider upgrading to the latest BES SP and installing the newest version of BES Resource Kit.
