She does not receive an error message, the message just goes into a holding pattern with the clock. The model is a 7250 that is on the BES. Any suggestions?

T-Mobile does have a GSM/GPRS/BlackBerry roaming agreement with China Mobile -

I have heard that the GPRS coverage does not match GSM 100%, so there are locations where you will not have BB service.
Unlike the 7290, for example, the 7250 does not support GPRS, so i think you're out of luck.

Contact TMobile and make sure the data service.....it is separate from the phone service.....is enabled for China.....and that they have data coverage for the area the user is in.
