Are you setting an activation password under the users properties? What password are you using in Enterprise Activation on the device? (e.g. the one you set on the BES or are you trying the NT logon?)
"initializing" always appears when you add new user and will stay there until the user is activated.
Also go to "\Program File\Research In Motion\BlackBerry Enterprise Server\Utility and run the file BBSrpTest.exe from the command line. The will test if your server can contact BB and it waits for a reply.
