its $100? that is not that bad.. but it can be signed once or multiple times (different versions etc..)

It will only be used on my device etc.. but the problem is for callback functions and phone functions in general i need signing? will it not work on the bb without signing? is there a way to get it signed for personal use (i dont have like $100000 to spend on BB signing software. I just want to use it on my bb. I can code with the BB JDE.

Code signing cost me 20 dollars. You can register online. For each key, you can sign max-int number of times. Essentially, infinite. Everytime you sign, you get an email notification that decrements the count.

Unfortunately I believe the Phone API is a secure API which requires the app to be signed. The code signature is $100USD but perhaps you can look to sell it on App World when you finish to recoup some of the costs?
