How about the Workabout mx Scanner from Psion Plc? It's programable with OVAL, a Microsoft Visual Basic compatible programming language developed by Psion.

This one of three I have found, the others are by Hand Held Products and is the best for ou purpose the other is from Motorola.

I am doing a fair bit of research into this issue for add-on to a new erp system in the final stages of development. For shop floor control, inventory counts, dock receiving etc., we
are looking into a company called Worth Data that has an RF series LT701 go to  http://www.barcodehq.com/700rfterm4.html. Their systems are a bit different since it is two-way communication and supports a TCP/IP ActiveX drop-in COM component. This allows for development of VB,Delphi, Visual C++ code that can send prompts to the device as well as receiving data from it. This will give us the ability to scan a stock bar code, run a lookup on qty on hand, and return that value to the device for real-time cycle counts, real-time job updates etc.
