Active Sync Support Code 85020006 after Windows Mobile 6 Upgrade

I have 8 users with Cingular/ AT&T/ HTC 8525 Pocket PCs. I have just begun upgrading them from Windows Mobile 5 to WM6 (which included upgrading from ActiveSync4.2 to 4.5). Several of the devices when plugged into the user's computers via USB get the Active Sync error: Cannot connect with current connection settings. To check your connection settings, select Start, then Settings. Support Code: 85020006.

The device syncs using the data connection just fine, and also is able to access the internet so I know it is not the internet or mail server settings.

The thing is that this device has the exact same settings as another working device but the working device does not get the error when connected to the PC.

I have checked the following settings on the device:
1) Start > Settings > Connections tab > Connections > Media Net > Manage existing connections: General (Name=MEdia Net), Modem (MEdia Net, wap.cingular, Username=WAP@CINGULAR.COM, TCP/IP and Server both automatic) and Proxy (This network connects to the Internet) Settings are all the same as the working device.
2) Start > Settings > Connections tab > Connections > Advanced tab > Select Networks > Media Net & My Work Network (Edit: General [Name=My Work Network], Modem=blank, VPN=blank, Proxy Settings=blank)
3) Offline Active Sync > Menu > Options > Microsoft Exchange > Settings > Server address, requires SSL, username, password, domain, save password=yes, Advanced button: Replace the item on my device, Event Logging=None, Connection=Internet, Sync=Contacts, Calendar, Email, Tasks --all options the same as working device.
4) Active Sync > Menu > Schedule  > Peak Times=as items arrive, Off-peak times= As items arrive, Use above settingws when roaming, Send/receive when I click Send - all settings the same as working device
5) Active Sync > Menu > Configure Server - all settings match the working device and same as #3
6) Active Sync > Menu > Connections - Synchronize all PCs using this connection = 'USB

I have checked the following settings in Active Sync on the PC with device plugged in and connected:
A) File > Connection Settings: Show status Icon, Allow USB connections, This computer connected to: Automatic (although I have tried every setting available here), Open Active Sync when my device connects, Allow wireless connection on device when connected to desktop - all settings the same as the working device.
B) Tools > Options > Microsoft Exchange = Contacts, Calendar, Email, Tasks & Windows PC= Favorites, Files
C) Tools > Options > Settings > Servername, SSL, password, Save Pasword, Replace Item on Device - all the same as the working device
D) Tools > Options > Schedule tab > Synchronize when new items arrive for both Peak and off-peak times, Use above settings when device is roaming, Send outgoing items immediately - same as working device
E) Tools > Options > Security Tab > Prompt me to set my policy...- same as working device
F) Tools > Configure Server Source - same as working device (except for login and password)

There is nothing on the MS Websites and all other instructions on other forums are too vague to follow.

Anybody know what to do to resolve this error?

First thing I'd do is try is to delete the partnership and then add it back in manually.

Also, are all devices running the same AKU? You could check with the HTC site for updates:

Lastly there is a very long thread on one of Microsoft's forums on this error, have you been through that?

1) I deleted the partnership and added it back on - still received the error. I even tried to connect the device to another computer and still received the error eventhough when another device is connected to the same computer it works so it cannot be any setting on the PC.
2) There are no updates on the HTC site that I have not implemented.
3) I tried every solution on the long thread, although I was hopeful and had a lot to try.
4) Each one of these was tried under Automatic and Internet Connection settings on the PC's active sync
5) Here are my results:

Suggested in the long thread, but did not work:
A) Disconnect phone
B) Turn on Flight Mode
C) Connect Phone
D) Sync = error
E) Turn off flight mode
F) Sync = error

Suggested in the long thread, but did not work:
A) Connect phone w/USB
B) Turn on WiFi (it says in the posts that Wifi will turn on and then off again, that did not happen to me. It found a network and I had to ignore connecting to it)
C) Sync = error

Suggested in the long thread, but did not work:
A) Connect phone w/USB
B) Turn Bluetooth off
C) Turned Direct Push off
D) Turned Wifi off
E) Turned flight mode on
F) Turned flight mode off
G) Disconnect from USB
H) Turn flight mode on
I) Connect w/USB
J) Turn WiFi on (ignore connection)
K) Sync = error
L) Turn phone on, sync, error
M) Wifi off, sync, error

Suggested in the long thread, but did not work:
A) Disconnect Device
B) In Task Manager on the PC, End Process in this order: rapimgr.exe, wcescomm.exe
C) Connect Device
D) Did not connect
E) Disconnect Device, checked for rapimgr (not there) and stopped the Active Sync in running programs on the device.
F) Connect Device
G) Would not connect
H) Used Resync program to shutdown Active Sync and restart
I) Device Connected, sync = error

I have no proxy server settings. Any suggestions in the thread on this were skipped.

Now I could have easily misinterpreted the suggestions in the giant thread posted above because none of the suggestions were very clear (do you have the device connected when you do these things, where do you go to turn on and off these things). That is why I documented above exactly what I did and where I did it from so if someone can see that I did the steps in the wrong order or with the device connected/disconnected when it should have been disconnected/connected, or from the wrong place please let me know.

Make sure  "Allow wireless connection on device when connected to the desktop" is not enabled in Activesync "Connections setting"for the WIFI on trick.

It seems to be the most popular of them.

Another one I'd suggest is to delete you GPRS connection profile and recreate it with the same settings.

Active Sync does not work at all on my device when I have "Allow wireless connection on device when connected to the desktop" checked, so that is the first thing I have to uncheck in order to setup any of my devices.

I do not have something called GPRS connection profile.

Do your phones have a data plan thru AT&T? That is the connection profile I'm referring to... Media Net...

It sounds like the problem may be on the PC itself. What firewall are you computers using. Ensure that
    * Wcesmgr.exe * Wcescomm.exe * Rapimgr.exe  *  are all part of the exception list. These files are located at C:\Program Files\Microsoft ActiveSync\ with the default install.

ActiveSync also uses the following ports for communication to/from these processes:

Inbound TCP:

    *      990
    *      999
    *      5678
    *      5721
    *      26675

Outbound UDP:
      
    *      5679

Lastly, you may try reinstalling both ActiveSync & Outlook on the problem PC's

It cannot be the computer as I set up the device on a computer that has a working device (my own). The device still did not work.

When I have the time to call AT&T technical support after deleting the profile and not getting all the settings back so that it completely stops working I will try deleting the media net profile.

I think deleting media net doesn't truly delete it. When you soft reset it should come back. I have verizon though so take this comment with a grain of salt.

Well, I deleted the MEdia Net setup and then when I went to put it back I discovered that there is a password that I need to enter so now I'm toast with all internet connections on the phone.

Anyone know the AT&T MEdia Net password?

I am looking for the password for the WAP@CINGULARGPRS.COM email that is in the MEdia Net settings (3rd screen into the MEdia Net settings after clicking Start > Settings > Connections > Manage Existing Connections > MEdia Net > Edit)

You may want to contact AT&T support about the mediaNET issues, they helped me through a similar mess.  

As for the ActiveSync USB error, have you gone through the steps in these forums?

You may also want to try this advice from Alan Tetley [MSFT]

ActiveSync version 4.2 made a change to how it interacts with the Windows networking stack to use Layered Service Providers (LSPs) on outgoing Desktop-Pass-Through connections.  This allows for improved compatibility & policy compliance in environments where connections to the internet must be passed through these LSPs (ISA Proxy is one such example).  

Unfortunately, it appears this change has caused some issues for a small segment of users who have LSPs that interfere with ActiveSync communication.

There is a registry key which can be created to essentially remove this change & revert to ActiveSync 4.1 behaviour.  This key is:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows CE Services]
"AllowLSP"=dword:0

Delete the MediaNet partnership and then add it back with the following settings - you do not need a password:

Enter a name for the connection = MEdia Net
Select a modem = Cellulr Line (GPRS, 3G)
Next
Access point name = wap.cingular
Next
User Name = blank
Password = blank
Domain* = blank
Click: Advanced button
Use server-assigned IP address
Use IP header compression
Servers tab
Use server-assigned addresses
Click: OK in upper-right corner
Finish

General tab
Enter a name for these settings = MEdia Net
VPN tab
No changes
Proxy settings tab
This network connects to the Internet
