If you want to get into the real nitty gritty of your CE device you could try eMbedded Visual Tools which MS supply free. Around 340Mb. It is a development environment for applications and has many useful Tools to remotely configure a PPC2002 device (Win CE 3.0)

the reason you can not delete your dll is because it is in use, some application is using it. The only way you can get rid of it is, you can hard reset the unit. ( note: you may lose other files and your settings). I dont think CE has task manager like in Win32, that you can kill the process)
