Error during creation of SQL CE db

Tags: Visual Studio 2008, c#, IE 7, "Access to the database is not allowed."

I am trying to create a Data Connection to MS Compact db.  My username is an administrator, but when adding a  connection and following the prompts:

1) Choose Data Source (window)- I chose Microsoft SQL Server Compact 3.5 - continue
2) Add Connection (window) - Data Source Radion button (my computer)
                                                - Database: Test.sdf
                                                - press Create button
3) Create New SQL Server Compact Database (window)
                                               - press "OK" button
4) Microsoft Development Environment (window) - Password is either not provided or blank.
                                    choice: Select 'Yes' to continue with blank password.
                                    choice: Select 'No' to go back and change password.
                                                - selected 'Yes'
5) Error Window (see attached)
