Calendar appointment not pushed down to Mobile Device

Here is an interesting one and I think it has somthing to do with IIS because the problem started after I delete these virtual directories in IIS default web and recreated them.

    Exchadmin
    Exchange
    ExchWeb
    Microsoft-Server-Activesync
    OMA
    Public

When an appintmjent is entered into the mobile device it sycs with Exchange and appears in Outlook and OWA.  But an appointment that is entered into Outlook does show on OWA but does not show up on the mobile device.  The interesting thing is if an appointment is entered in the mobile device and then pops up in Outlook, if you delete it in outlook it will delete off the mobile device.  Only new appointments enetred into Outlook do not show on the mobile device.  Also calendar entries that we already in exchange are not sync'ed

I have been at this for too long now, any ideas.
