Sounds strange but without more details it will be impossible to know what exactly is failing. This link explains how to get a verbose install log which should have some answers.

32bit installshield hangs
Brand new Acer computers with XP pro (32bit) on them (preinstalled via downgrade media) neither will install acrobat 5. you doubleclick the setup.exe icon and there is an hourglass for a few seconds and then nothing. double click again, nothing. each session of this creating a setup.exe in task manager, but very frustrating. There are a few other postings out there that I have followed to a TEE including one about uninstalling and reinstalling windows installer service.
I just tried downloading acrobat reader 5 and the same result.

just found out that it can be installed (setup proceeds and does not hang) in windows safe mode.
WHat does that mean?
