Microsoft, MSI installer, fatal error, unable to run MSI files

Hi,
I'm having trouble to open MSI files.
Each time I try to run MSI files, installation begins but then nothing happens.

When I had a look on event viewer - I found error: "fatal error ID 11708".

I currently use MSI 3.1 (most recent) - and I reinstalled it also.
What can I do?

click on Start | Run and type in services.msc

verify that RPC is started (not rpc locator). Click on Dependencies and verify that a list of apps appears, including Microsoft Installer. If you get a Server not avaliable message, report back.

Please have installer produce log file:

msiexec.exe /l*v c:\install.log /i mypackage.msi

Then post install.log here.

Also, download and open Dial-a-fix (http://wiki.djlizard.net/Dial-a-fix#Mirrors.2Fdownload_locations.2C_and_articles), check "Fix Windows Installer:", and click "GO".

I would suggest not to try to fix anything before there's a slightest idea about what, if anything, is broken.

Also, open regedit to:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
and make sure that the "DisableMSI" value is set to 0
Also, try:

at command prompt first try the following : msiexec.exe /unreg.
then re-register the service, at cmd prompt type;  msiexec.exe /regserver

this would be first simply option to try BEFORE anything else. It is less obtrussive.

   Start a Terminal Server client session, and then log on as a user.
    Click Start, click Run, type msiexec /unreg in the Open box, and then click OK.
    Click Start, click Run, type msiexec /regserver in the Open box, and then click OK.
