Parse Error, no assembly associated with Xml key

I have a complicated custom installer action library for windows installer that used to be working. After I started saving my own declared enumerations in the setup savedState, I started getting this error: "Parse Error, no assembly associated with Xml key". The enums are declared in the same dll as my installer actions. Any thoughts?
