C# Setup Project - Force Manual Program Uninstall - ideas

Situation/Background:
I have a program when I install a windows service.  When the try to install a new version of the service over an older installed version II end up getting errors that say:

-"The savedState dictionary contains inconsistent data and might have been corrupted."

Having the previous version be uninstalled during the new installation (RemovePreviousVersion=True) seems to cause the savedState dictionary data to become corrupt.  Once this happens the previous version of the service/program with the service can neither be installed or uninstalled.  

Installing over the top is not an option because you will get an error saying :
"The specified service already exists"

I think that I can solve this issue if I can figure out how to manually force the removal of any previous versions before the installation starts and corrupts the "savedState Dictionary".

I have attempted this by checking Launch conditions to find a registry value that I know will be present.  However, this Launch condition is never caught, it goes right to the "Repair or Remove dialog"  which doesn't fix the problem.


Question:
Within the Deployment Project how can I have force the user to uninstall the previous service/program before they install a newer version?

FYI: I'm using Visual C#.NET 2005
