How I can make my inno setup to install C++ Redistributable package before processing setup?

You can in a code section in InitializeWizard or InitializeSetup call out an exec  the C++ redistributable.
I'll see if I can find a sample.

I already did this:

But I never see vc_redist in tmp folder so Inno Setup cannot execute it

You need to make sure you have the vcredist_x86.exe in the [Files] section like:
Source: "vcredist_x86.exe"; DestDir: "{tmp}"

The above assumes vcredist_x86.exe is in the same directory as the InnoSetup Script File.  
Something like:

I already had vc_redist in files section and it was in same folder of Inno script, but it doesn't work

I forgot. You need to extract the file since it's not there yet (doesn't happen until after the ssInstall step).  The code would look like:

ExtractTemporaryFile('vcredist_x86');
Exec(ExpandConstant('{tmp}\vcredist_x86.exe'), '', '', SW_SHOW, ewWaitUntilTerminated, ResultCode);
