But I never see vc_redist in tmp folder so Inno Setup cannot execute it

You need to make sure you have the vcredist_x86.exe in the [Files] section like:
Source: "vcredist_x86.exe"; DestDir: "{tmp}"
The above assumes vcredist_x86.exe is in the same directory as the InnoSetup Script File.

You can in a code section in InitializeWizard or InitializeSetup call out an exec the C++ redistributable.
I'll see if I can find a sample.
