subversion client error:  svn: Unrecognized URL scheme for 'https:

I am installing subversion client on a Red Hat machine.  The client installs but I get an error "svn: Unrecognized URL scheme for 'https://....." when I try to check out  code from the repository.  

Some google research has told me that the problem lies with the fact that I don't have an svn client with the SSL option enabled.   If this is true, how do I obtain and install this option.  I have root access to the machine.
