How should I go about creating an install package for a windows forms application that will be palced on a CD or DVD for deployment in Visual Studio 2008 C#?

I need to create an installation package for my windows forms application that allows the user to select the location to install the app and access database. Also I need the installer to check if a curent db exists and only update it, not overwrite or delete any data. There is also an agreement section that needs to be implemented as well. Can I use click once for this, and if so where can I get examples and more information. (Good solid info, not half information examples???)
